What is Support Item 0104?

Support item 0104, called High Intensity Daily Personal Activities, is part of the Assistance with Daily Life category under the NDIS. It is intended for situations where a participant’s needs are more complex, requiring support delivered with higher skill, oversight, and intensity — often because of significant medical or behavioural risks.

When Is 0104 Funding Used in Behaviour Support?

This funding may apply when a participant displays behaviours of concern that place themselves or others at risk, when a behaviour support practitioner is actively developing and monitoring a behaviour support plan, and when support workers need specialised training or close supervision to provide safe and effective support. It also applies when ongoing clinical oversight, risk assessments, and reporting are required, or when the complexity of the participant’s needs exceeds what can be provided under standard core supports.

What Makes High Intensity Support Different?

High intensity behaviour support involves greater risk management responsibilities and skilled delivery by workers specifically trained in behaviour management techniques. It requires collaboration with therapists, clinical teams, and behaviour support practitioners, along with regular data collection, analysis, and reporting. A key part of this work includes developing and overseeing Positive Behaviour Support Plans and ensuring compliance with NDIS Quality and Safeguards Commission requirements, including the reporting of any restrictive practices.

Why Is the Hourly Rate Higher?

The NDIS permits a higher hourly rate under 0104 because of the advanced training and qualifications required of providers and support workers, the significant clinical responsibility involved in managing complex behaviours, the greater time and resources needed to implement and review behaviour support strategies, and the need for specialised supervision, debriefing, and safety planning.

How Can Support Coordinators Help?

Support coordinators play an essential role in helping participants secure appropriate funding. They can identify signs that a participant’s behaviour support needs have increased in risk or complexity, work with behaviour support practitioners to document the level of support required, assist with submitting Change of Circumstance forms or Plan Review requests, advocate for 0104 funding when additional training, risk management, or clinical oversight is necessary, and ensure that all funding requests are supported by clear, evidence-based documentation.

Examples of When 0104 Might Be Appropriate

Standard core supports may be enough when behaviours are mild and pose no risk of harm or when occasional verbal aggression can be managed with general support worker training. However, high intensity supports under 0104 are usually required when a participant shows physical aggression that risks harm to themselves or others, when restrictive practices are in place, when support workers need specialised training in behaviour management or de-escalation, or when an active behaviour support plan with clinical oversight is being implemented.
